Yes she is. He calls her Gail in a sarcastic way sometimes but she is most certainly his mother.

He just calls her Gail as a windup but it's become accepted over the years so nobody comments on it anymore.

To be fair, it is more that he calls her Gail when talking about her, than to her and he does call her Mum when he's feeling vulnerable or affectionate towards her - straight after Kylie's death for example.

I think Gail is his daughter. It was really groundbreaking at the time. Paula Lane had to act out this big scene when she gave birth to a grown woman.
