Can you buy jalapeņos in a tin? Use that. That is to say the juice they are packed in. Or, you can puree fresh ones in a blender/food processor and use the runoff from that.
(Actually, I'd just use the puree or mince the chilis and leave it at that.

Thanks for the reply, the salsa recipe calls for 2 teaspoons jalapeno juice and 1 jalapeno and of course the other ingredients onion etc etc...

Think I may just use the juice from a tin of jalapeņos, hope it works.

I am sure that is what it is, just the vinegar in which the jalapeno slices are pickled. Of course, if you use too much you are going to end up with lots of mouldy jalapeno slices.

Buy a jar.
At least you can reseal it when opened.

It's not like you are going to get through a whole tin of jalapenos in a single session, unless you are catering a Mexican wedding.

I always have a jar of Melis Jalapeņos on the go for adding to pizzas or baked potato toppings and the pickling liquid from a jar or tin just wouldn't be right.

This is the stuff you actually need, it's available at all the main supermarkets:

The ingredients info gives you a good idea how to actually make it - without the thickening agent.
