As for the EMP weapon, as refered to in the video....US key military is hardened to protect them from it. PBS America channel has very revealing documentaries.
So even if Russia did fire one of these at the US, the US military would still be able to organise a counter strike. Once the launch codes get to the subs, it's very difficult for an enemy to stop a retaliatory strike as the subs are clearly mobile.

Perhaps if he was actually allowed to do anything without having one hand tied behind his back by congress he could of got more stuff done.
