Receive PAC without cancelling contract

Is it possible to get a PAC and move one's number without cancelling the contract it's on ?

I just called Three and I was told that when I request a PAC it automatically cancels the account because they cannot assign a new number to me. Surely that cannot be right ?

No

It is, and it's a surefire method to make sure your contract really does get cancelled! Although you have to USE the PAC to kill the contract of course
