PC is the first to change outfits so much as the doctor, will/should future doctors follow or go back to wearing one crusty outfit all the time
Since Capaldi started the multiple outfit doctor, will it be the new normal?
I think it's mostly just a throwback to Pertwee, since he was Capaldi's Doctor and some of his clothing, particularly the snazzy red coat, is inspired by him.
I wouldn't really say 12 started something unusual. 10 had the pinstripe suit look, the more casual blue suit with no tie, and the tuxedo look. Similarly, 11 may have always had the bow tie, but the jacket seemed to be frequently changing.
12 himself only really has two outfits, the smart look outfit, or the hoodie outfit. It's not as though he's constantly changing outfit.
Would I want a doctor who was in a different outfit all the time? No. One main outfit and one alternative is one thing, but if they were constantly changing clothes every episode, then that incarnation of the Doctor wouldn't have a recognisable signature look, which would take something away from the fun of that particular incarnation in my opinion (not to mention causing difficulty describing that incarnation in books, since they usually say, 'trench coat', 'long scarf' 'bow tie' or something like that so we instantly know which incarnation is in the story).

I agree, it's not new.
Tom Baker always had several changes of costume within Seasons. I think particularly in his middle seasons he switched between his grey and velvet frockcoat a lot and overall he had several changes of costume throughout his run.
As has been said Pertwee generally mixed and matched from Season 8 onwards and even in Season 7 he was frequently out of costume so Capaldi's constant changes is nothing new really.

They might, but in my opinion they shouldn't. I much prefer the Doctor to have an overall "look" than just a single costume that gets worn continuously.
The one fixed outfit thing was only actually a thing in the 1980s. Hartnell didn't vary much, but his hat and monocle weren't worn all the time. Troughton's Doctor initially would use disguises often, and was also a hat fan. Pertwee as already mentioned had different jackets and his cravat wasn't always present. Tom Baker has several different outfits, used according to the story genre. The fixed uniform thing started in his last season, when he always wore burgundy. Peter Davison and Colin Baker almost always wore their cricket outfit and multicoloured jacket, though Colin did switch the jacket for a waistcoat in The Two Doctors, which was filmed abroad in very hot temperatures. Sylvester McCoy had two slightly different outfits in his initial three years on screen, then changed his outfit completely at some point prior to the 1996 TV movie. Eccleston had several different colours of jumper underneath that leather jacket, Tennant had three different suits (pinstripe, blue, and tuxedo), Matt Smith had four different regular outfits (tweed, green jacket, a different tweed, and his final purple one).
The show has actually referenced this a few times. Rose dressed up in period appropriate attire for The Unquiet Dead. The Doctor didn't: "I changed my jumper!" Later, both Rose and the Doctor got called out in The Doctor Dances, for wearing a flag and a U-boat captain's jacket during World War II!

I think Colin Baker wore a different coloured tie in every story in Season 23 and possibly his waistcoat as well???
As for Davison, he did have a change of costume in Black Orchid, off course, and in Planet Of Fire but apparently his basic costume did change but to the same design later on.

Capaldi never started that, Pertwee did.
Ten had lots of different suit variations, there was sometimes subtle changes in patterns on his suit, sometimes he didnt wear a tie and sometimes it'd be different colours, in Series 3 he acquired a blue suit, and in Series 4 it changed throughout. Kinda like how Nine had different jumper colours red and green and whatever and Eleven got his other outfit in Series 7
I always liked the idea of the Doctor having a look or a style rather than - quite specifically - the exact same clothes story after story.
I guess there's a reason for it, and it goes back to the classic days of Doctor Who when the likes of Tom, Peter, Colin and Sylvester pretty much wore the same outfit all season.
But I like the idea that the 12th Doctor has a clothes rail in his bedroom and mixes it up and bit every day.
