No not necessary depends on the show, what your watching, your sound settings, etc etc.
Each channel sets its own output levels but some TVs and some channels like Sky can broadcast differently.
We have SCD on in different rooms, some if the family eating for example.
My " cheaper" TV did crackle a bit, went in and out of sound, we changed its settings, it's now fine.
The main living room TV a higher quality one, has been fine, no issues at all.
It's the TV and its settings, it's not the BBC.
If it was, with 12 million viewers there would be more social media comment.
Now do not have your sound on Sport or Movie settings, there is often a Music setting that's good for SCD.
Virgin Media cable on HD is crisp and perfect on my main TV. So not the BBC end, it's the TV and it's sound settings.
In " basic" terms, if the BBC put it out in a range of 1-20 and 1 is low, some cheaper TVs are not good in the low/&/or high range, or the settings are not good. So if say your TV can have a range 5 to 15 and the music is up st 15/20 it will cut, crackle, and reset. Add say sound by Sky, which can be suspect you get more changes.
Now comparing it to say ITV or 4 on a non live music show, it's comparing oranges and apples,
ITV and other channels choose their own settings. Cable will have better sound than say satellite.
