I don't think they told them to sex it up specifically, they said to own the stage and own the performance and be fierce, which doesn't necessarily mean to sex it up. Having said that, Louis has no idea so that could mean anything to him. It was a bit of a stupid comment from Simon really, comparing a girlband with 5 years experience and lots of success to a manufactured band with no performance experience. Of course Little Mix owned their performance but they didn't on week 2 of the X factor when they were in it.
4 of Diamonds do have good voices, but they don't have "IT" so i doubt they will last much longer on the X factor especially with louis at the mentor, I think Little Mix did well with Tulisa as she understood the current music scene. Simon is clearly looking at succession planning for Little mix while they still all get on, but expect them to be burnt out soon like 1D.
