Most pro dancers started getting help with choreography from week 1 of series 1. When most of the pros are/were experts in just one style, it was obvious they would need help choreographing routines for the other style.
American Smooth was not then danced in UK, so some extra advice was possibly needed, but to be honest what they dance on Strictly is not true American Smooth - which does not have lifts.
As for Jo's Singing in the Rain routine -There was nothing in that that Jo was incapable of choreographing herself. Most people have seen the film and would know the iconic moves, and obviously she can choreo a foxtrot, and add a few lifts as that is the sort of thing that won her and her partner the world showdance championships.
