Not sure Peter actually is a good example for the point you're trying to make.
Jay's comment is widely considered to have been a genuine foot-in-mouth moment - no malicious intent, no intention to stirr up things, to make a joke or cause a controversy. He simply forgot to think about what he was saying because he got lost in the moment.
Nobody doubts that what he said was inappropriate and that it would have been better if he hadn't said it. But a lot of people either chose to "forgive" him because they saw it as an honest mistake, decided that it didn't have anything to do with his dancing or that it really didn't matter.
A lot of people perceived Peter as very calculated and conscious about what he did and said - almost to a point that it was perceived as fake/insincere - always intent on making a good impression. Whether this is just a perception or actually true is anybody's own decision.
Personally, I doubt such a foot-in-mouth moment would have happened to him - too media savvy and calculated (for lack of a better, less negatively connoted word). So no hanging, drawing and quartering necessary.
If Peter had said that, people would probably have perceived it as intentional (reason see above) - to create a controversy, (bad) pr or to make a bad joke.
So yes, he most likely would have had to take a lot of flack for such a comment - but not because of the content itself, but because it would have been considered intentional to further an agenda by quite a few people and not an honest mistake.
Before you can go on and accuse me of blind fanatism: Yes, I wanted Jay to win. Yes, I liked his dancing. Yes, he did go wrong quite a few times and made mistakes. He made that stupid comment. But that didn't change the fact that I watched last series because of him. It might be my limited understanding of the English language as a non-native speaker, but accepting somebody's flaws and faults as human doesn't equal "could do absolutely no wrong".
