The main "block" to Torchwood coming back is RTD's lack of interest in doing it. No need to suppose a villainous SM is blocking it and is therefore being disingenuous. There's zero chance of a revival without RTD.
RTD is perfectly entitled to not want to do it again. This is just a mix of self-entitled "fans" and anti SM attitudes being whipped up by an actor with an ego who is looking for more work as a series lead.
The only hope is that RTD's involvement with the Big Finish productions may spark his interest in Torchwood enough to want to do it again on TV.
Why isn't Barrowman pursuing RTD over this?

Probably because in a post MD interview RTD said he waa done telling Jack's story and the one Torchwood story he had left to tell centred around Gwen.

I'm going to agree with the general consensus here: it sounds to me like Barrowman has let his ego rule his judgement too much lately. I wouldn't be surprised if RTD lost a fuse with him over being badgered about Torchwood, hence why Barrowman doesn't seem to talk about approaching him over it.

I heard not long ago that part of the reason RTD doesn't want to do it is because he'd have to go to America for it, due to the show being part of a partnership with Starz, and he just doesn't want to do that. Might just be talk, but it makes sense.
