iPad account locked... can't do anything.

My brothers got an iPad. He incorrectly entered his password three times so the account was locked. You can only unlock it via email or security questions. The email for the account happens to be the same as the one that is locked, so he can't log into that. He can't remember the security questions as he would have answered them years ago.

This happened a couple of weeks ago but he's still been able to use it, just without been able to download apps. Now he's updated his iPad to the latest version and he keeps getting a pop-up asking to verify his identity, if you cancel it it comes straight back up again and entering the password just says 'account locked'. He literally can not do anything on his iPad because of this message that keeps popping up.

He does now know what his password was but because the account is locked and he can't unlock it, he can't use his iPad. Is there anything we can do?

Who is his email provider? Hotmail, Outlook, Gmail, Yahoo?

Yes can access those accounts on any computer of device, and he can reset his Apple account from there.

Yes but it says that his email account 'ends in d*****@icloud.com' which is the same account name as his Apple ID

Ah, you're screwed. If someone can't remember the answers to their own security questions, there is little hope.

He's just told me that he's sorted it amazingly. He managed to access his mail account on his ipad and he had 23 emails about resetting password!
