It's because the 30m figure includes that week's omnibus as was BARB standard where applicable for the time. Neighbours was also a show where huge figures would be reported on this basis.

Because it's a list of the most-watched programmes based on a single transmission ie. not including repeats.

The 30 mil is not accurate for the first viewing...it was actually around 19 mil.
