That's correct yes. And even if they want to go off piste it goes through about a million other people to make sure it's right before getting to filming. The true people in charge really are what's known as 'storyliners' as they literally draw up the outlines for eps and what happens in them! A writers job is basically simply to add in the dialogue and set the scenes. Even then the actors and directors change things up, look at the amount of stuff that Maxine said on twitter was down to Duncan and Danny/Ryan rather then her in the SSW eps and aftermath.
Writers also pitch story ideas and stuff but again they will have to be aproved by Iain and all the other people involved.
Any idea that Stuart being one of abut 20 others writers is going to "ruin the show" "ruin robron" et ect like is being said on twitter now is ridic to the max.
But, that said, i can't help but be slightly nervous he's writing the kiss episode
