P3, who have a technical partnership with Ofcom, has published their 2016 report on mobile coverage in the UK.

EE and Vodafone came out joint top overall. O2 was marked down for its data performance. The report is 12 pages and provides figures for different criteria.

I'm really cynical about this report and its findings. Not so much based on the data, as I have nothing but anecdotal evidence to compare it with, but other elements don't inspire confidence in terms of their methodology and capability.

For example, on page 3 they waver between quoting geographic and population coverage between operators. This could seriously mislead people skimming through, and then they go on to make unfounded and sweeping statements like the last part of this:

All in all, despite P3's credentials it smacks of a mickey-mouse company and a highly questionable methodology. Not a report to be taken seriously in my opinion.
