It doesn't point out anything of the sort. The only waters we can lay claim to are U.K. waters. There is absolutely no point in including the waters of another EU member state when discussing U.K. fisheries except to give an incorrect impression.

The EU is run by the 28 democracies, democratically elected heads of Government, Ministers, MEPs, and - more centrally - Commissioners duly democratically elected & approved by MEPs and heads of Government.
Neither the EU or, to the best of my knowledge, any of the other member states currently have their government in their Supreme Court trying to argue that their government should be allowed to ignore their democratically elected parliament if it so chooses and make hugely strategic decisions that their Parliaments may or may not disagree with but, being hypocritical, you'll regard such behaviour as laudable because it happens at home whereas you'd condemn it from a height were either the EU institutions or any of the other member states' governments to even contemplate beheaving like that.
