Typically Bluetooth is used for accessories, not to pair a phone and a PC as bluetooth isn'r really for networking.
I can understand why you would pair bluetooth headphones, a bluetooth keyboard or a mouse to a PC... I can understand why you would pair a bluetooth speaker, smartwatch, fitness band, car radio system, or other accessory to your phone. What I don't understand is why you want to pair a phone to a PC as they aren't accessories. What were you hoping to achieve by pairing them? |

Would I not need to pair the phone with the laptop if I wanted to put a couple of ringtones that I downloaded onto the phone.

For what you want to do why don't you simply plug the phone into the laptop and drag n drop the ringtone file you want to use into the phone storage?
I've got some great ringtones and sounds from Zedge, download that app onto your phone. |

With Samsung phones you use their Kies software to do this sort of job.
http://www.samsung.com/uk/support/usefulsoftware/KIES/ You plug the phone into the computer using the USB lead that is also used for charging. |
