Typically Bluetooth is used for accessories, not to pair a phone and a PC as bluetooth isn'r really for networking.

I can understand why you would pair bluetooth headphones, a bluetooth keyboard or a mouse to a PC...

I can understand why you would pair a bluetooth speaker, smartwatch, fitness band, car radio system, or other accessory to your phone.

What I don't understand is why you want to pair a phone to a PC as they aren't accessories. What were you hoping to achieve by pairing them?

Would I not need to pair the phone with the laptop if I wanted to put a couple of ringtones that I downloaded onto the phone.

Add audio files to the ringtone list and sound picker is not listed.

For what you want to do why don't you simply plug the phone into the laptop and drag n drop the ringtone file you want to use into the phone storage?
I've got some great ringtones and sounds from Zedge, download that app onto your phone.

With Samsung phones you use their Kies software to do this sort of job.

You plug the phone into the computer using the USB lead that is also used for charging.

As others have said there are various ways to transfer a file from your PC but Bluetooth should work w/o any problems. Have you tried reading the manual (p69)?
