Yes he was.

Andrew Neil has not done his research (and that is surprising).
I have seen Andrew Neil be very impressive. But in this interview his credibiity ended with his first comment and then with the first extract.

The Open Britain video does not say: Here is what they said just before the Referendum. It says: But that's not what they used to say.....
Moving to the first extract....the longer clip does not in any way change the meaning of "Only a Madman would actually leave the market"

Andrew Neil: He doesn’t use the word membership at all.

LOL. "Car Crash" indeed.......

Membership of the Single Market after a vote to Leave was the stated position of Owen Patterson in the period between the General Election and the Referendum.
