I can't see what would draw the negotiations out unless it was the Nation Estate playing hardball, the BBC while maybe thinking they got launch the show without the Daleks would have known it was a no brainer to include them if it could. |

P.s interesting about the one time possibility of the Toclafane in series 1. The mind boggles trying to picture that. I wonder, instead of 'Dalek' would we have had a slightly different version of Utopia mid series to set up for the finale?. Would Bad wolf still have been somehow involved, and would the master have still been involved with the toclafane and actually faced off against the 9th doctor. So many questions. |

The only real evidence of there being a Dalek rule as opposed to (as SM insists) they just like using Daleks is their appearance in Waters of Mars and The Wedding of River Song, stories where they had no real place but still appeared. If such a rule exists, they probably have got around it by showing that scene (and that might have been the reason behind doing so, instead of just a standard announcement. After all, it was a weird way to show it: during Half Time of a football match).
