Oh I don't know. Being an icon is not necessarily an affirmation. One can be an icon from noteriety - Rasputin for example. Or can you think of a more universally recognisable figure than he who Godwin says we shoudln't mention.

I think it just indicates someone who is universally or at least widely recognised. I think Castro qualifies. I can think of photos of him from the 60's that are instantly recognisable to significant numbers of people whcih I think gives him iconic status.
