I trained in Greenwich in the 70's and some still insisted that Plumstead was Kent - the fire station kept its 'Kent County Fire Brigade' sign for quite a while.

An advisory referendum is advisory and results in advice which Parliament is free to follow or ignore as it so chooses.

An election is binding and results in the selection of a candidate (or candidates depending on the voting system).
