In theory people will vote for every contestant if its to save. Thats more votes, and you have to keep on making them every day. If it was to evict, one or two people will go quickly and rarely get as many votes as everyone would being saved , and most people will get few votes. . In practice, though, with vote to save , many people have no support, and most votes will go to a few people.
The main reasons is that vote to save keeps the people the viewers want in - because they like them , or want to see blood and tears because of them. The producers can keep them in too by just not showing other people. If you let there be a vote to evict there would be no Martin, even less drama, and anyone nice who did anything positive , could win.
