Are you saying the middle (circle) touch button literally doesn't work? Try installing another launcher (such as Google Now Launcher) to see if that improves matters.

Again, down to the launcher - a trend for some manufacturers' skins is to have no apo drawer. Sometimes your can enable it in Settings or often you need to install another launcher to get it back.
