Yes he is. It's a good one but it is actually a wig. When Louise lifted his hat off you could see it lift up slightly. It's combed into his hair though. That's why he's often wearing a hat when you see him out and about or on It Takes Two if they've come straight from training.

Another thread about Kevin's hair, the third in two days. Besides not being original, it's absolutely effing tedious. I rolled my eyes so hard I saw the back of my skull.

My friend works as a hair/make-up artist. Not on Strictly but another entertainment show on a rival channel. She said straight away Kevin's wearing a wig because she can tell with the way it's arranged and how it moves.

It's a very expensive wig but it is one. Combed in, probably.
