According to reviews of a popular strip club in East London, there are large screen tv,s where warnings pop up on the screen stating: Anyone found to be masturbating will be immediately ejected from the club.
There would be no need for such a warning, in a venue where male strippers were performing to a female audience...
Men might be more likely to go to these places to get sexually aroused, where as women go for a laugh & nothing more.

There is a difference though between dancers who aren't fully nude, who have no contact with their audiences and the women you describe in the cage...Which is really prostitution.
