Shouldn't Leanne appeal her penalty charge?

The sign above saying it was a disabled space was up and twisted around so wasn't visible. CCTV should show it so she should appeal.

No. She was in a local car park, which she must have used many times, and would know the space was reserved for disabled drivers.

Even though the space had only recently been reassigned as a disabled parking space as was mentioned.

She didn't know until Peter twisted the sign back round

I personally have never seen a disabled space where the only indicator was a sign hanging above it on a chain. There is usually a painted disabled sign on the ground in the space itself

I usually think "disabled driver" is a bit of a misnomer. I have a blue badge, but there;s nothing wrong with my ability to drive - it's walking that's the problem. Although those who need an adapted car are disabled drivers.

I've never seen even a recently designated disabled bay with a just a sign above it. Surely it would have been cheaper and quicker to paint the wheelchair logo on the ground rather than produce and hang a sign. They obviously didn't make the space wider to make getting in and out of the car easier. I doubt many drivers would expect to see a sign like that hanging and wouldn't notice it unless it was at eye level.

Essentially clamping a vehicle is counter productive anyway as they then have to wait for someone to turn up and unclamp the vehicle which means the space is occupied longer and therefore cannot be used by who it was intended for during that time.

There are some in a car park in Chelmsford, they have a plaque screwed into the fence at bonnet height (so you see it ss you drive into supposedly) instead. I'm always paranoid about it though, checking and dpubke checking the fence, especially as they don't seem any bigger than the standard spaces. It's a very old car park which probably didn't have any at all when first opened.

I agree though, it is incredibly rare for it not yo be painted on and also have chevrons on either side.
