Probably because being a chav is a chosen behaviour, rather than something that can't be helped. That behaviour also doesn't belong to one specific group, as people from all backgrounds can act like a chav.

I don't see looking down on rude, lairy and antisocial behaviour, is the same as looking down on all black or gay people for example.
