It could be down to mental illness or religious hatred but that doesn't automatically make them a terrorist unless the person is acting in the name/cause of a terror group even if acting alone.
Otherwise we would be calling most violent crime terror attacks, mind you the tabloid media like to play to an audience and shout terror before anyone knows anything.
