Is it ok for a 16 year old to be dating a 14 year old?

Yes, but personally I'd be worried about the pressure put on the younger girl or boy for sex leaving one a sex offender and the other a victim of statutory rape (If consenting I know the younger wouldn't be a victim nor have been raped but that's what it would be called).
I lost my virginity at 16 years old. My girlfriend was in the same year at school but I think she was 15 at the time. I enjoyed [statutory raping] her on many occasions. 
A 16 year old? Nothing wrong with that, the younger one could be a year below the older one at school. Either way, I would consider 14 and 16 year olds to be the same kind of age group and if things are as they were when I was that age then it would be quite normal bar some ribbing from the older ones friends.
And I don't think stat rape works like that in the UK. That's an American thing.

Lol, in America two 15 year olds can probably stat rape each other. Completely different culture and attitudes going on. But yeah, the stat rape thing is an incorrect assumption a lot of people get from watching Law and Order SVU.
Here it's very rare for two underaged teens (or two near aged teens with one at or slightly above the AOC) to be prosecuted without very good reason and evidence of wrongdoing.

As to the question, it depends I think on what they are doing, their levels of maturity and the actual ages. There is a big difference between a couple where one is just about to turn 17 and the other child is only just 14 to a couple where one has just turned 16 and the other is just about to turn 15.

Nothing wrong at all so long as they're not doing naughties as one's under age. So a kiss and holding hands in the cinema is fine. Why do you ask? Is one your son or daughter?

Just reading about this, I do remember that when I was fourteen, for a very short time I dated a boy of eighteen, just holding hands and the odd kiss. It was all very innocent and quite a long time ago, when it wasn't classed as anything out of the ordinary.

Unlawful sexual intercourse does. 16 is the age of consent, under 16 you can't legally consent even if in practice you do.
Well I think we have to be realistic here - it's the sort of age when hormones rage in both sexes, not according to legal diktat, but to Mother nature. No force on God's green Earth is going to keep lads and lasses of those ages, apart. It would be weird and unnatural to try.

Yes it does, nobody said otherwise. The comment was about statutory rape (or rape). And the thread is about near aged teens, it isn't applied to near aged teens without really good reason. And nor should it, as blueblade said above, it would be unatural and weird to attempt to control young teens in that manner.
It's about protecting them from adults and exploitation, not from normal relationships each other.

Exactly. When I was that age my girlfriend (15) was on the pill. That means her parents had given consent to her GP to prescribe them. The idea of criminalizing 'near-age' teen sex is ludicrous.

Well it would be a joke. In fact it would never work.
The sex drive in young people is too strong to try and impose legal constraints on it. Better the safety valve of a slightly more relaxed approach.
