Yes it does, nobody said otherwise. The comment was about statutory rape (or rape). And the thread is about near aged teens, it isn't applied to near aged teens without really good reason. And nor should it, as blueblade said above, it would be unatural and weird to attempt to control young teens in that manner.
It's about protecting them from adults and exploitation, not from normal relationships each other.
