The world is a bit of a mess at the moment, with a lot of victims, a lot of politics. This poor man is another who shouldn't have died. The puppet masters always survive, those lower down feel the consequences.

Well, that's one way to look at it I suppose. But then consider the unfortunate fate of US Ambassador Stevens. We helped Libya free themselves from a brutal tyrant, then they show their gratitude by killing Stevens and other members of the diplomatic in Benghazi.

So far Putin has escaped pretty much scot-free despite the atrocities that his armed forces have committed in Aleppo.

This attack in Ankara might set a precedent and while targets inside Russia might be less vulnerable to attack, external Russian targets and interests might be far more vulnerable:
