The idea is that attacks are carried out against civilians-IS claim responsibility-people react against Muslims-Muslims start to feel backed into a corner- more Muslims "take up arms" against non-Muslims.

Also IS don't care too much about the welfare of ordinary Muslims living in the west, they don't think that should be living in the land of kuffar at all. If there is a backlash against Muslims in the west it suits their purpose and propaganda perfectly.

I believe there may also be a prophecy that there will be a war between Muslims and a number of different groups before Judgement day and they wish to speed this process up. I can't remember the exact details at this moment.
