The BBC by saying what they said were effectively giving a warning to truck drivers and repeating something that the police and security services had been saying.
As for truck/lorry drivers, they already keep their trucks as secure as possible - theft from and of them is a big problem, as is hijacking and a hundred and one other issues, however there are hundreds of thousands of them which means anyone meaning ill has plenty of chances.
I would also point out the "defensive" weapons don't do you much good at all if you're not expecting an attack, and even the likes of the Police in America get caught off guard and killed at times.
The use of a truck in such an incident has been known to be a risk for years, and is just one of many many ways a terrorist can cause a major incident or kill people using things you can get access to easily (I can think of a few things that could be used and would probably be worse than a truck yet probably easier to steal).
The US and other governments have been aware of the risk of them being used to breach secure perimeters in order to do a rolling attack or truck bomb for at least 15-20 years, long enough for specialist defences to have been developed for us in places like embassies (solid steel tubes that are buried about 6-12 foot into concrete, with some versions designed so that they can be lowered to allow traffic through, but when raised will stop a 40ton truck moving at 50mph), as well as the more traditional heavy concrete block type barriers (similar to what you see as protection around roadworks)
The terrorists aren't all stupid, and their leaders/smarter guys know how dangerous many things are that we take for granted,and the likes of the security services have entire departments who look at such things to help protect their own countries (a semi smart terrorist can find materials to use in virtually any commercial premises, factory, or supermarket, a terrorist with the equivalent of an A level education in chemistry can make explosives and more advanced weapons out of such materials, whilst others could do it rote if they were given a recipe)
Some friends and I have had some conversations that could probably have put us all on watch lists when we've talked about how farcical a lot of security is against people who don't care if they get out alive and how even just things like cars could be misused, let alone commonly available chemicals or other materials.
Trucks are just an easy and obvious choice as there are so many of them on the roads, and no one pays any real attention to them.
