Trump is an ignoramus. He doesn't understand what he's talking about - and, as his national security team are all land forces generals, they may not either.

He can't increase US strategic nuclear force levels - they are limited by treaty with Russia.
The US is about to start developing new weapons to replace its 1960/62 vintage bombers, and late 60s, land based missiles, and, its, soon to be time expired, ballsitic missile subs - that replacement programme is long overdue. But nothing can be bought until its developed - which will mean the new equipment won't be ready to buy before the late 2020's, and most will come into service in the 2030s and 40s.
Russia and China, however, are half way through modernising their forces - now. That means that they have hot production lines, and can step up procurement - now - while the US can't make more B52s or Minutemen , and can't build their replacements yet .
Breaking the arms control treaties with Russia would also advantage Russia , as its bigger missiles can easily be loaded with extra , now prohibited , warheads. The US can add some warheads too - from reserve stocks , but in significantly smaller numbers. So if Trump braeks out of the treaties - the Russians will end up with a significantly larger force than the US.
However you interpret it, its a dumb Trump statement - if its about the strategic nuclear replacement programme , that can't be advanced, and he shouldn't be implying increases in numbers. If he's talking about increasing nuclear weapons totals now - he can't do it now, and trying would lead to the Russians gaining a big advantage, in first strike capability between now and the mid2030s .
its the same with Trump's expansion of conventional capability. The Navy's plan to spend the extra money, that it probably needs anyway, can't possibly deliver extra capability - until a
fter Trump's terms are up. It takes about 8 years to build a submarine , a destroyer takes 6-10 , and an aircraft carrier currently takes 12 . Until something actually turns up in service, Trump is left spouting hot air - and the Chinese won't now be counting what may arrive after 2035.
