Dunno, that quote was what it said at the top of the graph. I couldn't see a quote for the last ten years so refrained from making one up,

As the EU's clearly been growing for at least the last three years the point is somewhat moot anyway.”

And within the next three years it will shrink in area,population, economy and income.
