I think it's just to cause a little bit of drama between Toyah/Leanne for her initial return and then we'll see her normal.

It doesn't make any sense they're together. It was clear since he's been back Peter still wants Leanne.

Even so they might drag it out for a while and I'd rather they put Toyah with anyone else but Peter.
