Should also be remembered that it's not compulsory for people to move over. I generally do if possible or try to leave a gap ahead if I can't move over so it allows traffic in.
However it's up to the car on the slip road to adjust their speed to join traffic. That's why the slip road is there. To give them chance to look across at the traffic already on the motorway and decide their speed and how they're going to merge.
