OP this is probably one reason why some people do this nasty act, because the people they do it to says nothing and they think well it's alright to do it with others.

To answer your question, no way. I can remember some years ago being at a local market with my mum when a woman suddenly turned round to the person behind her said very loudly "COVER YOUR MOUT' WHEN YOU CALFFFFFFFF".
She later explained to my Mum she was that angry because she previously had the misfortune to have someone cough on her so hard that the cold they coughed up at the same time came out too and slid down her neck.... eeewwww .

I remember a relative moaning about this. She'd taken her eldest child to the doctors because he had a chest infection and there were people there coughing and not covering their mouth.

It's not that hard to cover your mouth.
