Supposedly, Max gave something to Roxy before the screen cut to them going upstairs, which lead to her death, as revenge on Phil. Which eventually lead to the death of Ronnie too.

But how would he have known that both Ronnie and Roxy would jump into the swimming pool

He wasn't planning on Ronnie, that's just a bonus revenge on Jack, but Roxy died from a drug overdose in the pool after Max gave it to her, and he will plant the evidence in her bag.
That would be *really* messed up if this was revenge against Phil. Ronnie and Roxy were hardly enemies of his and Ronnie just married his brother.
Question is if he's going to take revenge on the Beales too or he's actually forgiven them particularly after Stacey told him about Phil bribing the foreman.
Slight problem with that theory is that it'd take attention off Max's self-harming which was shown on Friday's episode.
