Technically they do as the Sovereign Grant comes from the Crown Estates - which themselves are the property of whoever is the monarch. Those not financed from the Civil List have other non-public sources - so for example the Prince of Wales main income is the Duchy of Cornwall. Other members of the Royal Family have careers.
If on some state business then the state may pay but then anyone of us on state business would equally be expected to be paid.
That is unless you are talking about the costs of Policing crowds who come to see them - we do not expect celebrities to pay for the policing at events they maybe at.
