I don't know why they don't just occasionally send Louise off to visit Lisa for a weekend, that would at least go some way to explaining that they still have a relationship but for whatever reason Louise has decided to live with Phil for now. The complete lack of concern on Lisa's side and the sudden zero relationship / communication between mother and daughter is highly unrealistic and irritating given the history of Lisa's character.

The reason Lucy has never returned to the role is because of how things ended between her and Steve McFadden. Although since it was proven that phone hacking (and not either side selling stories) was a contributing factor in the relationship breakdown - it may now be water under the bridge for these two.

Maybe Lisa Fowler had a Row, then when checking up on Phil thought like many he wouldn't last 2016, and then problem is solved . Now Plan A hasn't worked we may then see her.
