I am in Bucks just outside London and I can tell you that quite often our water is DISGUSTING.
Often it does indeed taste of chlorine.

I'm in London, and you should smell it when I run a bath without any bubbles/salts....it's like being at the swimming pool...

Its amazing how quickly the taste goes back to normal when I complain to Thames water though. I think they are over-using the cleaning materials on the water. Within several hours of complaining its usually back to normal for a few weeks.
