Pressure-selling contracts to kids

Just heard a report about a 14-y-o girl who just migrated from Orange Just Talk to O2 pay-as-you-go a couple of months ago.

In the last few days, O2 have been ringing her up persistently, trying to pressurize her into switching to an alternative scheme with a £10 minimum top-up. Apparently the tariff in question requires a direct debit, but when she points out that she is only 14, O2 say simply tell her to get it set up one of her parents’ bank accounts.

Is it legal or fair that one of the big five mobile phone companies should use pressure-sales techniques on children?

I’ve advised that if they ring again, the girl should just tell the caller to “go away” in no uncertain terms.

The same happened on Vodafone with my sister...she's 15 and they phoned her up telling her about the online deals. I spoke to them on her behalf, and said she cannot have direct debits as she is only 15, but they said:
"Can't you set one up on your account for her, or your parents do it for her?"

I was shocked.
