Actually BBC1 and ITV1 rarely get 10 million viewers these days. Last night ITV1 was behind C4 for much of the night. They tend to get higher ratings for a number of reasons:
they have been established for decades longer. Newer channels have always had to struggle to pull their audiences off them, the trad channels just have to keep the couch potatoes they already have
most viewers look at them first because they are 1 and 3 in the line up, so everything else being equal they win.
Five is only in 80% of homes with terrestrial TV and is on a weaker signal, so it is massively disadvantaged.
BBC and ITV have far more money to spend on marketing and on content. Five has only a small budget. Sky is the best funded brand after the BBC.
C4 has a remit (only just hanging on to it though) to appeal to minority groups so its progs cannot be as commercial as the other channels.
