I'm sure the Tarquins thought it no more than an inflatable rubber ring or arm bands and didn't even consider any potential risks. They could have just loosely wrapped a bandage round Sam's leg, as they did Makosi's wrist, but perhaps thought "hey an inflatable thingy! Cool!".
