Whilst I agree that running around topless may collect Sam a few eviction votes, I would say that Lesley has been far more blatant in showing off her body and the people who don't like that sort of thing will already be gunning for Lesley.
Also, IMHO, the sight of Sam topless is a much more appealing sight to most men than Lesley topless so a few male votes might go elsewhere than to Sam.

Oh, and I hope the dialogue in the "making up" scene is representative of the way Lesley and Craig preyed on Sam's insecurities and convinced her that Max and Ant are the ones who want to see her bullied.
