Isn't it a universal experiment in neuro-linquistic programming? Or something to do with the adherence of repeated memes?

Or just The Master.

I think there will be some envolvement by this Time Lord somewhere.

Maybe its Dr Who's great grandson come to avenge his mother who was left on some planet (can't remember which one) with the Doctor promising to come back for her.

The Doctor must have been married once, I wonder if Rose knows this?

The long shot GUESS is that the evil Time Lord, the Master is in league with the Dalek Emperor.

Sir Derek Jacobi is the Master? Again...

Or it could just be the Dalek Emperor as I could not see the Terry Nation Estate approving Dalek use next to another 'villian' (although it was done back in the 70s with FRONTIER IN SPACE).

Regardless of what we have seen before, The Master can still be in this story.
It all depends on where we are in his time line.
We only get to see information from Dr Whos’ time line, and don’t forget we have had episodes that had more than one Doctor at the same time.

It is also why the Daleks can still be in future Dr Who episodes despite stories in the press that they won’t be in season 2.
Haven’t the Daleks got some form of time travel as well as the Time Lords?

Another BW hook up for barrel scrapers everywhere... when the Tardis landed in modern day Cardiff, it landed in Roald Dahl Plas...named of course after the author who came from the city and who wrote Revolting Rhymes.. a retelling of 6 fave fairy tales, including, you guessed it, 3 little pigs and LRRH.

OMG it's all an elaborate sting by Cardiff City Council to draw attention to their 50/100th anniversary celebrations.
