unlocking and unblocking
I saw a sign in a window saying they "unlock phones but do not unblock them as it was illegal" (or was it the other way around?)
What is the difference between unlocking and unblocking? In order to stay within the T&C of this forum I do not want ANY advice (or hints) on anything illegal either by PM or post, but just want to know what the difference between the unlocking and unblocking is |

Unlock a network phone one that is tied to say Orange,
unblock means the phone locked up because it was reported stolen or you had put a password in wrong several times. |

Unlock= Open the phone to accept sims from other networks
Unblock+ Phone has been reported stolen, there fore has been blocked, unblocking a stolen phone is illegal as it requires the imei number to be changed. |
