I dont think it was every an option NOT to bring in a new housemate, if they didn't there would be one less eviction. Consider how much money is made on the phone votes.

With josh, it was planned to put him in hence the hotel.

remember in the first week, there were 3 people who and we phoned to vote which of them we wanted put in the house. All three were in a hotel (in portugal) once the show started. until josh went in.

They won't keep reserves in a hotel for 60 odd days just in case. Too inconvienient and expensive.
