As I suspected, it looks as though it was caused by the transmission delay.
When they use delayed transmission (so they can edit out anything 'dodgy') they need to 'jump' forwards to regain the buffer after they remove something.
They do it all the time on radio phone-ins, usually playing a jingle while the time is regained.
It's probably nothing more than a bit of clumsy editing.
