If that were the case, he wouldn't end up in the bottom two during the stages where the judges votes still count. So assuming he did end up in the bottom two in the next few weeks, Simon is bound to work out that his large following isn't big enough. Assuming Maria's fans are less likely to vote than Shayne's fans, he might concluse that she's the one with the biggest market out there.
But I think it would all depend on what happened to them to end up in the bottom 2. Was is a one-off unfortunate performance, or was it all part of a down-ward trend in popularity that isn't going to change?
If Simon really thought both of them could have a career, then Shayne's the one who has the best chance of making it without winning X Factor, because his fans are more likely to buy Smash Hits and all that. Maria would get the most benefit out of winning the show, so he could make a tactical decision based on that.
