Well there was talk of another renegade Timelord appearing in this series. So maybe he is the one allied with the Cybermen?
Other Timelord goes to alternate earth with Cybermen which he controls, uses them to turn population of alternate Earth into more Cybermen , takes them back to the non-alternate reality, uses his Cyberman army to fight the Daleks in the final two episodes in hope of saving the Timelords.
It's a leap but it would help explain the rumored Dalek/Cybermen war.
Although after looking at the current rumours it's not Daleks in the final episodes at all, so it's hard to know what to believe (which is as it should be IMO).
